Deputies say the 9-year-old girl was both sexually and physically attacked and her parents thought they could trust the 47-year-old suspect. The 9-year-old's relative says it all started with a group of kids playing in the suspect's pool on June 27th. The child's parents let her go to William Franklin Chumley's house off Solo Road in Covington. Three days later, deputies arrested him for raping the little girl. According to the affidavit, Chumley threatened to "kill" her if she told anyone what happened.
"I think he's crazy... He walks around with a pistol on his side all the time," said the victim's relative. "If this guy gets out, it scares me."
The victim's relative says Chumley moved in a few months ago and he fears the swimming pool was just a ploy to attract kids.
"I do know there's always a bunch of kids over there."
"I can't believe Frankie did something like that," said Chumley family friend Cody Pepper. "Bottom line, there was a 10-year-old boy and a 16-year-old boy and the 9-year-old girl stayed the night with them and they just played around."
Authorities are investigating if there may be more victims. The sheriff's office is letting the TBI do the work because of who Chumley is related to.
"In this particular case, William Franklin Chumley is a second cousin to Sheriff Pancho Chumley," said Tipton County Sheriff's Chief Deputy Donna Turner.
Authorities said it's the suspect's first arrest and he probably won't get out of jail any time soon. Chumley can't make his $100,000 bond and is due in court next week.






Watson said he plans to send 150 people to Shepherd, Mississippi to help clean up from the gulf oil spill. Its two hours from Memphis and no where near the gulf.
"We chose there because I'm paying for the trip down there, hotel, I'm paying them $20 an hour, $26 a day per diem for their food. We're paying for that," said Watson.
"{Reporter} What is there to clean up in Shepard? {Watson} When I asked I was told marshes were, a mess, I look at it on the internet, that's what it was, I haven't physically been down there to see it but whatever it is they need me to do we offer our services."
